Request for payment must be itemized into units of service. 10. Interest of the Canter. The Center covenants that neither the Center nor its agents or employees presently has an interest nor shall acquire an interest, direct or indirect, which conflicts in any manner or degree with the performance of its service hereunder, or which would prevent, or tend to prevent the satisfactory performance of the Center's service hereunder in an impartial and unbiased manner. The Center further covenants that in the performance of this contract no parson having any such interest shall be employed by the Center as an agent, subcontractor or otherwise. 11. Interest of Member of the Pro, rem ~nd Others. No officer, member or employee of the Program, and no public official of any local government which is affected in any way by the Program, who exercises any function or responsibilities in the review of the Program or any component thereof, shall participate in any decisions relating to this contract which affects his/her personal interest or the interest of any corporation, partnership or association in which he/she is, directly or indirectly interested; nor shall any such perso~ have any interest, direct or indirect, ~n this contract or the proceeds arising therefrom. 12. Officials Not to Benefit. No member of or delegate to the Congress for the United States of America, resident Commissioner or employee of the United States Government, shall be entitled to any share or part of this contract or any benefits to arise herefrom. 13. Equal Employment Opportunity. (a) The Center shall not discriminate against any employee applicant for employment er subcontractor because of race, color, handicap, religion, age, sex or natiolial origin. The Center shall take affirmative action to insure that applicants are employed and subcontractors (subcontractors must be mutually approved) are selected, and that employees are treated equally during employment, without regard to their race, color, handicap, religion, age, sex or national origin. Such action shall include, but not ba limited to the followinR: employment, upgrading, demotions or transfers; recruitment recruitment terminations; rates of or layoffs pay or other forms of compensation; selection for training includin~ apprenticeship; and participation in recreational and educational activities. The Center certifies that it presently has in effect such an affirmative action program. The Center agrees to post in a conspicuous place available to employees and applicants for employment, notices setting forth the provisions of this non-discrimination clause. The Center shall in all solicitations or advertisements for subcontractors or employees placed by or on behalf of the Center state that the Center is an "Equal Opportunity Employer".
