C. All community water and sewerage systems shall be desighed by <br /> professional engineer registered in lhe State of Norlh Carolina and be <br /> approved as follows: <br /> <br /> ]. Water and sewerage systems in all subdivisions and planned <br /> developments shall be approved by the appropriate agency. <br /> Depending on.the type of system, these agencies include the: <br /> <br /> a. Division of Health Services of tile Norlh Carollna Department <br /> of Human Resources. <br /> <br /> b. Environmental Management the Department <br /> Division <br /> of <br /> of <br /> of <br /> Environmental Health and Community Development. <br /> <br /> e. Cabarrus County Utililies Department. <br /> <br /> d. Individual Engineering Department of Municipality involved. <br /> <br /> Proof of approval shall be provided to the Cabarrus County Planning and <br /> Zoning Departmem before any work shall commence, lnstallalion of the <br /> system shall be in accordance with the approved plan and shall be <br /> cerlified to the County by the registered engineer retained by the <br /> developer/owner. <br /> <br /> 2. Community water systems shall be required 1o meet Cabarrus County <br /> specifioations as set forth in Standards Specifications for the <br /> Construction of Municipal Water and Sewer Systems in Cabarrus <br /> Countv. Where lhe complete system is intended to be connected to <br /> and maintained by the County; lbo County reserves lhe right to <br /> inspect lhe installation of the system and requires as built <br /> drawings. <br /> <br /> 3. Sewer systems shall be designed to County's specifications and tile <br /> County shall reserve the right lo inspect the installation of <br /> system and require as-huff! drawings. <br /> <br />SECTION 4.10 ]lOADS <br /> <br />A. Each road shown a shall be classified and as either <br /> on <br /> plat <br /> designaled <br /> public or private. The arrangement, character, exlenl, width, grade, <br /> and location of ali roads shall be reviewed in relation to existing and <br /> proposed transportation patlerns, topographical and olher natural <br /> features, public convenience and safety, proposed uses of lands to be <br /> served by such roads and existing or potential ]and uses in adjoining <br /> <br />B. Designation of any road on the plat as public shall be conclusively <br /> presumed to be an offer of dedication to the public. Such public roads <br /> shall be designed in accordance leith the Minimum Construction Slandards <br /> fay Subdivisions eslablished by the North Carolina Dop~rtm~nt of <br /> Trausporlatlon, Division of Highways.
