As the number of inmates housed increases the labor cost to
prepare the meals will remain fairly constant and greater savings
to the county will result

Although this report primarily concerns the operational
costs of the Food Service I would like to mention another aspect of
the jail operation. This is the housing of Federal Prisoners.

When we opened' the new jail wing I entered into an
agreement with the United States Marshals Service to house up to 20
of their federal pretrial detainees. Under this arrangement we
house the inmates for a fee of $26.00 per day per inmate. All
medical and other expenses associated with providing medical
treatment for these inmates is reimbursed to the county. During
FY91 we have generated $160,222.41 in revenue for Cabarrus County.
This figure includes $6,409.54 in reimbursements for medical
expenses incurred by the federal prisoners.

I am pleased to submit this report to you and feel that the
Cabarrus County Jail, and especially the Jail Food Service, is
extremely efficient and has proven to be cost effective for the
citizens of Cabarrus County.
