Ruffin/County Manager <br /> FROM: Mike Byrd/Planning Department "~ <br /> DATE: February 27, 1990 <br /> ~UBJECT: Transportation Development Plan (TDP) Status <br /> <br /> As we discussed last week, the TDP was approved'by the Cabarrus County <br /> Steering Committee at their meeting on the 22nd. The next step in the <br /> TDP will be its presentation to, and approval by, the County Commissioners. <br /> <br /> If possible I would like to have the TDP presented, with a brief overview, <br /> to the Commissioners at their March 5, 1990 meetin9. Mr. Fred Fravel of <br /> Ecosemetrics, Inc., who write the TDp, will be able to attend the March 5 <br /> meeting and answer questions from the Commissioners. The next step would <br /> be approval of the TDP by the Commissioners. Hopefully, this could be <br /> done at their meeting on March 12, 1990, if one is scheduled. <br /> <br /> The reason I am requesting approval on the 12th is the Section 16 (b)(2) <br /> funding cycle with NCDOT. All applications for 16 (b)(2) must be received <br /> by NCDOT by May 1, 1990. <br /> <br /> To be eligible for 16 (b)(2) vehicle funding (80-10-10 split between <br /> Federal, State, and Cuunty) the County will be required to do the following: <br /> <br /> (1) Adopt the TOP for the County. <br /> (2) Set up a non-profit organization to hold title for the 16 <br /> vehicles. The existing steering committee that worked on the <br /> TDP will need to be chartered to meet this requirement. <br /> 5~.(3) Hold a public hearing for the 16 (b)(2) grant application. <br /> ~' (4) Complete 16 (b)(2) grant applicat'ion. <br /> (5) Submit the 16 (b)(2) application to NCDOT by May 1, 1990. <br /> <br /> The adoption of the TDP will also ~ake the CoUnty eligible for Elderly and <br /> Handicapped Transportation Assistance Program (EHTAP) funding. The County <br /> should receive between $24,000 to $26,000 per year from this program to <br /> provide additional transportation services for eligible clients. <br /> <br /> If you have any questions on these items, please let me know. <br /> <br /> <br />
