Ruffin/County Manager FROM: Mike Byrd/Planning Department "~ DATE: February 27, 1990 ~UBJECT: Transportation Development Plan (TDP) Status As we discussed last week, the TDP was approved'by the Cabarrus County Steering Committee at their meeting on the 22nd. The next step in the TDP will be its presentation to, and approval by, the County Commissioners. If possible I would like to have the TDP presented, with a brief overview, to the Commissioners at their March 5, 1990 meetin9. Mr. Fred Fravel of Ecosemetrics, Inc., who write the TDp, will be able to attend the March 5 meeting and answer questions from the Commissioners. The next step would be approval of the TDP by the Commissioners. Hopefully, this could be done at their meeting on March 12, 1990, if one is scheduled. The reason I am requesting approval on the 12th is the Section 16 (b)(2) funding cycle with NCDOT. All applications for 16 (b)(2) must be received by NCDOT by May 1, 1990. To be eligible for 16 (b)(2) vehicle funding (80-10-10 split between Federal, State, and Cuunty) the County will be required to do the following: (1) Adopt the TOP for the County. (2) Set up a non-profit organization to hold title for the 16 vehicles. The existing steering committee that worked on the TDP will need to be chartered to meet this requirement. 5~.(3) Hold a public hearing for the 16 (b)(2) grant application. ~' (4) Complete 16 (b)(2) grant applicat'ion. (5) Submit the 16 (b)(2) application to NCDOT by May 1, 1990. The adoption of the TDP will also ~ake the CoUnty eligible for Elderly and Handicapped Transportation Assistance Program (EHTAP) funding. The County should receive between $24,000 to $26,000 per year from this program to provide additional transportation services for eligible clients.
