Special Interest Groups or Indivldu'ais sha~l be granted no special <br /> consideration in the form of reduced rates or free services with the <br /> exception of those groups who are co-sponsoring with the Department. <br /> <br /> H. Proprietary or Commercial groups shall not be permitted to use park <br /> facilities for financial gain or profit. These facilities are designed <br /> to serve the general public on a non-profit basis. The exclusive use <br /> of facilities for profit purposes is inconsistent with the Department's <br /> basic philosophy and revenue goals. Any exceptions to this rule shall <br /> be approved by th~ Director of Parks and Recreation. <br /> <br /> I. Non-Residents shall pay an additional non-resident fee for participating <br /> in most programs and the rental of facilities. Many non-residonts use <br /> Cabarrus County Services but make no tax contribution to help support <br /> tile operations. The non-resident fees are outlined in the annual fcc <br /> schedule. <br /> <br /> VII. ALTEILMATIVE SOURCES OF <br /> <br /> A. Grants <br /> <br /> 1. Any ~mployee of the Department,~ Cormaissioners, or interested citizen <br /> is encouraged to investigate the possibilities of securing a grant <br /> or sources of outside funding for department facilities and programs. <br /> <br /> 2. All applications, donations, or sources must be approved <br /> grant <br /> funding <br /> by the Director of Pa£ks and Recreation, the Parks and Recreation <br /> Advisory Commission, County Manager, and Cabarrus Board of County <br /> Commissioners as required. <br /> <br /> B. Non-Appropriated Funds For Recreation Services <br /> <br /> 1. With prior approval of the Director of Parks and Recreation, <br /> solicitations, sal~s, benefits, donation, or gifts, may Bo received <br /> during County-sponsored programs. <br /> <br /> 2. Funds collected in any manner during a County-Sponsored program shall <br /> he handled in accordance with established County and Department <br /> policies and procedures. <br /> <br />VIII. REFUND POLICY <br /> <br /> A. All requests for refundg must be made in writing to the Director of <br /> Parks and Recreation. <br /> <br /> B. Refunds For Instructional and Arts and Crafts Classes <br /> <br /> I. Refunds will be made only in cases in which a class or program ia <br /> already filled or must be cancelled because of an insufficient number <br /> of participants, or im cases in which changes in class day, time, <br /> or site prevoncs an individual's participation. <br /> <br /> <br />
