Box 707 <br /> Concord, NC 28025 <br /> <br /> Dear Mike: <br /> <br /> As budget season is now upon us, I want to convey to you the activities th at the <br /> Carolinas Tnmsponation Compact has embarked upon during its throe months of existence. <br /> Them have been three meetings of the full Compact membership, with the uext meeting <br /> scheduled in conjunction with the Carolim}s Connties Coalition on April 25. The Compact <br /> has selected a Chairperson and an Executive Committee; developed it work program; <br /> established a subcommittee strecture that coincides with the three items in lhe work <br /> program; approved a draft of tbe Executive Director's job description; and held meeungs <br /> with the regional state legislative delegations, Depm-,nent of Transportation officials iu both <br /> states, and federal transportation officials. <br /> <br /> Each subcoromittee related to the work program items has held at least one meeting <br /> resulting in the development of a work plan for studying the feasibility of tile Outer-Oumr <br /> Belt, the establishment of a regional transit authority and the approach to be taken in <br /> preserving existing rail right-of-ways. Work activities have eilher begun or will soon begin <br /> in each of these three ,'treas, hi addition to beginning work on the three subcommittees, the <br /> Compact has initiated significant di:tlogue between North and South Carolina officials and <br /> transportation stuff that will serve this region well in the ye;trs to come. <br /> <br /> The Executive Committee and the staff at the IJrban Institute believe that the <br />Ct~mpact has been launched successfully and is on its way lO achieving significaut tums- <br />portation planning impact in this region. <br /> <br /> In order to ensure tlu{t this momentt, m is not lost, the Compact's fuuding require- <br />meats need to receive the uttention of your County Commission during its budget <br />deliberations.' Attached is the prex;i0usly cireulated budget statement indicating each <br />county's share in the Compact's FY 90-91 budget. <br /> <br /> If your commission desires a presentation on the Compact during budget heariugs, <br />David Hartgen or I wonld be pleased to provide an overvmw of Compact uctivities. <br />Scheduling for such meetings can be accomplished through my office (704/547-2307). <br /> <br /> <br />
