I <br />I Honltoring Summary <br /> Cabarrus County <br /> I CDBG Number: 89-C-7861 <br /> Date of Visit: September 26, !990 <br /> <br /> i ~onformltygDenefit/~chedule <br /> Conformitx: project activities are being administered in conformance <br /> with the approved application and CDBG rules and regulations with the <br /> I exceptions of items stated below under general ad~imistration and <br /> rehabilitation. <br /> <br /> I Benefit: Low and moderate income persons are benefitting from the above <br /> project at the rate projected in the approved application. The benefit rate <br /> is 100%. <br />I Schedule: Activities under the above.CDBO project are approximately two <br /> quarters behind schedule. However, the grantee expects to Complete project on <br /> time. <br />I Procurement <br /> <br /> I Cabarrus County is following the State's and 24 CFR 85 Procurement <br /> procedures. The administrative contract contains all applicable contract <br /> clauses. There ~ere five (5) agencies solicited for the administration of the <br /> above project. Only t~o firms responded. Stark and Associates were chosen on <br /> I the basis of their knowledge of the project-area and costs. <br /> program, <br /> <br /> The Stark Associates contract was examined. They received a contract in <br /> I the amount of $98,000 and had been paid $33~000 at the time of the visit. <br /> Payments are only made as they pertain to items listed in the contract. This <br /> is checked and approved by the Planning Director. <br /> <br /> No problems were noted under this activity. <br /> <br /> General Administration <br />I The Cabarrus County CDBG project is administered by Stark and <br /> Associates. Bob Stark is the Project administrator assisted by Oregg Edney. <br /> I Inspections and work write-ups are done by the project administrator. Oregg <br /> Edney is responsible for taking applications, and verifying income. The <br /> planning director for the County is responsible for supervising the <br /> consultants and making sure that work is carried out according to the approved <br /> I application. <br /> The County's Citizen Participation activitie~ were reviewed: <br />I (1) Pre-Application <br /> <br />· Cabarrue County had on file copies o£ the two required <br />! <br /> notices of public hearings that were held prior to <br /> submitting application to DCA. Each of the notices <br /> contain the proper number of days required before the <br />I public hearings. Each of the notices were in the non- <br /> <br /> <br />
