Payments shall be made to the Agency by the Council based on the Agency's performance in providing the services described in paragraph 2. Within five working days following the end of each calendar month of the contract period, the Agency shall submit to the Council a report showing the D~mher of service units provided for each service funded under this contract. Service units reported to the Council must be d~cumented by the Agency so that the following information can be verified: 1) service units are provided to an eligible individual, 2) service units are provided in accordance with the North Carolina Division of Aging Service Standards, and 3) service units are counted according to the appropriate service unit definitions which are included in the Service Standards referenced in paragraph 2. Subject to the Council's right to verify the accuracy cf the Agency's service unit report and the satisfactory performance of the work evidenced thereby, the Council' will make payments to the Agency. The amount of each monthly payment shall be calculated by multiplying the number of service units provided by the "AAA Unit Rate" shown in paragraph 2. (b) ComDarison._o.f .the Budgeted ~A Unit Cost Rate to..~he Actual Cost. The Agency will also be required to submit a financial statement, in a form approved by the Council, as and when requested by the Council. The Agency's financial statement must be submitted within fifteen (15) days following the end of the particular accounting period, and it must document the Agency's accrued expenses and collected revenues by service so that the Council can compare the budgeted serVice unit cost to the actual service unit cost. In addition, the Agency shall submit a completed unit cost worksheet which reflects actual cost and revenue data for the period covered by this contract. This worksheet shall be submitted to the Council prior to December 15, 1990. (c) Ad~ustmen~ to the_.Budqeted ~AA Unit cost. The Council will consider adjustments to the budgeted AAA unit rate after January 1~ 1990, upon the request of the Agency and if an analysis of actual cost and units provided through that point in the grant year shows: 1) the Agency's actual increase in expenses pertaining to this contract is due to extraordinarily higher costs which are beyond the control of the Agency,-or 2) there is a substantial difference between the number of service units planned and the number Of service units actually delivered° If the number of service units delivered is ."-.lower ~han planned, the Agency must make every effort to
