Page --4 of <br /> <br /> increase services to the levpl committed in this <br /> agreement before the Council will consider making any <br /> adjustment to the budgeted AAA unit cost. <br /> <br /> Any adjustment to the AAA unit cost or the number of <br /> service units is at the discretion of the Council and <br /> contingent upon approval of the North Carolina Division <br /> of Aging. <br /> <br /> (d) Reallocaticm.~of ~rant ...Funds. It is understood and <br /> agreed, that in the event that the Agency's rate of <br /> progress on this contract is leading to the under- <br /> utilization of the funds allocated, and if the Agency <br /> ~annot demonstrate how funds will be fully' utilized <br /> during the Contract period, then, upon notice to the <br /> Agency and approval by the North Carolina Division of <br /> Aging, the Council may decrease the total compensation <br /> to be paid hereunder in order to reallocate funds to <br /> other contracts. <br /> <br /> (e) Pa?ments of ~SDA Funds. Should the Council receive USDA <br /> funds for disbursements to the Agency, payments shall be <br /> made monthly based on the number of meals served by the <br /> Agency to persons age sixty or older and their spouses <br /> multiplied by the per meal reimbursement rate set by <br /> USNA. The USDA revenue must be fully accounted for by <br /> the Agency and used during the contract period to offset <br /> the cost of the services provided. <br /> <br /> Preqram Income. No person age sixty or older receiving <br /> services under the terms of this agreement shall be required <br /> to pay any part of the'cost of the service(s). Kowever, older <br /> persons shall be given the opportunity by the Agency to make <br /> a contribution toward the cost of the sei-~ice(s) they receive <br /> and may be informed of the total unit cost of the service <br /> incurred by the Agency. Older persons' financial contributions <br /> and all other funds generated by the Agency as a result of <br /> contract activity, including interest earned on any funds <br /> under this contract, shall be Considered program income. <br /> Program income must be fully accounted for by the Agency, <br /> reported to the Council, and used ~uring the contract period <br /> to offset the cost of the services provided. <br /> <br /> 6. Collection of Non-Federal Matchinq Resources. Recognizing its <br /> obligation to provide matching resources under this agreement, <br /> the Agency hereby agrees to secure and contribute to the <br /> Project local matching resources of not less than ten percent <br /> (~0%} of the net Project costs for Title III Older Americans <br /> Act funds, twelve and 0ne-half nercent (12 1/2%) for Social <br /> Services Block Grang funds, and ted percent (10%) for North <br /> Carolina Title III-D State Supplemental Grant funds. Net <br /> Project costs shall mean total Project costs less any USnA <br /> funds and program income received. USDA funds and program <br /> income are defined in paragraphs 4(e) and 5. The Council will <br /> not be obligated to make any payments (as required by <br />~ paragraph 4) until the Agency shall deposit to the Project <br />~ account, or otherwise furnish to the Project, the required <br />~ local match for the grant funds requested.
