Haherty, Secretary (919) 733-3055 <br /> August 24, 1989 <br /> <br /> Dear County Commissioner Chairman and County Manager: <br /> <br /> The Division of Social Services and your county department of social <br /> services are currently getting ready ~o implement the Federal Family <br /> Support Act of 1988, This is the law that is more popularly known as <br /> "welfare reform." The overriding purpose of the Family Support Act is <br /> to promote greater economic self-sufficiency among Aid to Families with <br /> Dependent Children (AFDC) recipients. Success in doing this will <br /> improve the economic prospects of many poor people and it will also <br /> have positive effects on the economies of North Carolina's counties. <br /> <br /> In order to go forward with this, each county will need to do a plan for <br /> the new education and training provisions of the Family Support Act. <br /> Adequate and informative county plans can only be developed if county <br /> departments of social services have very accurate employment, training, <br /> and educational data that don't presently exist on AFDC recipients. <br /> Therefore, we have asked that the workers in each county department of <br /> social services administer a survey to a scientifically designed sample <br /> of current AFDC recipients. The survey needs to be done now so that <br /> counties have enough time to do all the other planning activities that <br /> will be necessary. In many counties the size of the sample is large <br /> in relation to the county department's present workforce. In these <br /> counties, the county director may need to ask for payment of overtime <br /> to eligible workers so that they can carry on with their usual work and <br /> complete the county's survey cases. I would like to ask you to view <br /> these requests favorably.
