- A stronger state program of planning, technical assistance, and <br /> financial assistance for local governments are needed. <br /> <br /> - Local governments are directed to plan for and to provide more <br /> efficient and environmentally acceptable solid waste management <br /> programs. <br /> <br /> - Recycling is promoted through mandated local recycling programs, <br /> required recycling by state agencies, private market development <br /> and changes in the state purchasing policies. <br /> <br /> State agencies and local government ~re required to ascertain and <br /> publish the full cost of solid waste collection, storage <br /> processing, recycling, and disposal within their jurisdiction. <br /> <br />· Specific Policies and Goals (130A-309.04) <br /> <br />- Redefinition of state pOlicy to promote alternatives to disposal <br /> in landfills. <br /> <br />- EstabliShment of a hierarchy of solid waste management methods: <br /> <br /> 1) volume reduction at source <br /> 2) recycling and reuse <br /> 3) composting <br /> 4) incineration with energy production <br /> 5) incineration for volume reduction <br /> 6) landfilling <br /> <br /> Requirement for counties, in cooperation with municipalities to <br /> develop comprehensive plans for solid waste management that are <br /> consistent with the oVerall state plan. The local plans must be <br /> submitted by March 1, 1992. <br /> <br />· Regulated Wastes (130A-309.05) <br /> <br />The state's Solid Waste Management Section (now located in the new <br />Department of Environment, Health and Natural Resources) is authorized <br />to develop regulations governing disposal of incinerator ash and <br />medical wastes. <br /> <br />· Additional Powers and Duties of the Department of Environment, <br /> Health and Natural Resources (130A-309.06) <br /> <br /> Development of a comprehensive solid waste management plan by <br /> March 1, 1991 in consultation with local governments. <br /> Provide local governments and state agencies with planning, <br /> technical, and financial assistance. <br /> Maintain a directory of recyoling and resource recOvery systems <br /> and provide asSiStance in matching materials With markets. <br /> Evaluation of progress toward recycling goals and development of <br /> markets for recycled materials, <br />- At least one public hearing each year in each of the Multi-County <br /> Planning Regions. <br /> <br /> <br />
