- Beginning October 1, 1991, each designated local government must file an annual solid waste management and recycling report with the Department. - Local governments are encouraged to utilize private for-profit and private non-profit organizations in developing recycling programs. Also, multi-county joint projects are encouraged. - By July 1, 1991, all solid waste facilities which will remain in operation for more than one year after the effective date must weigh.all solid wast~ when it is received. · Prohibited Packaging, Container Labeling, Special Wastes (G.S. 130A-309.10) - After January 1, 1990, no beverage containers with detachable metal rings may be sold. - After July 1, 1991, all plastic containers must be labeled to identify the type of resin from which the containers were produced. - After January 1, 1991, all plastic bags must be made of recyclable materials. After October 1, 1991, no container or packaging material manufactured with chloroflorocsrbons may be sold. After October 1, 1991, all polystyrene foam containers for foo~ must be recyclable. After January 1, 1993, plastic bags and polystyrene foam containers are banned unless 25% of these products are being recycled. Certain materials must be excluded from landfills. These include: 1) Used oil (after October 1, 1990) 2) White goods and lead-acid batteries (after January 1, 1991). Please note that battery retailers are required to accept used batteries on a trade-in basis. 3) Yard trash (after January 1, 1993). These waste~ may be placed in a separate composting facility. Composting Standards (G.S. 1~0A-309.11) The Department must begin development of state regulations by April 1, 1990, classifying compost and governing it use. Solid Waste Management Trust Fund (G.S. 130A-309.12) - This fund will receive revenues from the following sources:
