- Beginning October 1, 1991, each designated local government must <br /> file an annual solid waste management and recycling report with <br /> the Department. <br /> <br />- Local governments are encouraged to utilize private for-profit <br /> and private non-profit organizations in developing recycling <br /> programs. Also, multi-county joint projects are encouraged. <br /> <br />- By July 1, 1991, all solid waste facilities which will remain in <br /> operation for more than one year after the effective date must <br /> weigh.all solid wast~ when it is received. <br /> <br />· Prohibited Packaging, Container Labeling, Special Wastes (G.S. <br /> 130A-309.10) <br /> <br />- After January 1, 1990, no beverage containers with detachable <br /> metal rings may be sold. <br /> <br />- After July 1, 1991, all plastic containers must be labeled to <br /> identify the type of resin from which the containers were <br /> produced. <br /> <br />- After January 1, 1991, all plastic bags must be made of <br /> recyclable materials. <br /> <br /> After October 1, 1991, no container or packaging material <br /> manufactured with chloroflorocsrbons may be sold. <br /> <br /> After October 1, 1991, all polystyrene foam containers for foo~ <br /> must be recyclable. <br /> <br /> After January 1, 1993, plastic bags and polystyrene foam <br /> containers are banned unless 25% of these products are being <br /> recycled. <br /> <br /> Certain materials must be excluded from landfills. These <br /> include: <br /> <br /> 1) Used oil (after October 1, 1990) <br /> 2) White goods and lead-acid batteries (after January 1, 1991). <br /> Please note that battery retailers are required to accept <br /> used batteries on a trade-in basis. <br /> 3) Yard trash (after January 1, 1993). These waste~ may be <br /> placed in a separate composting facility. <br /> <br /> Composting Standards (G.S. 1~0A-309.11) <br /> <br />The Department must begin development of state regulations by April 1, <br />1990, classifying compost and governing it use. <br /> <br /> Solid Waste Management Trust Fund (G.S. 130A-309.12) <br /> <br />- This fund will receive revenues from the following sources: <br /> <br /> <br />
