-5- <br /> <br /> 1) Appropriations by the General Assembly ($800,000 for 1989-90 <br /> of which $500,000 is earmarked for a statewide waste stream <br /> analysis). <br /> 2) Contributions and grants from public and private sources <br /> (The 1989-91 appropriations act stipulates that the $500,000 <br /> · appropriation for waste stream analysis must be matched by <br /> private sector contribution). <br /> 3) 10% of the proceeds from the 1% scrap tire disposal fee. <br /> 4) Registration fees from waste oil haulers and collectors. <br /> <br />- The purposes for whi6h monies in the Fund may be used'by the <br /> Department include: <br /> <br /> 1) Promotion of waste reduction and recycling through public <br /> education programs and technical assistance to local <br /> governments. <br /> 2) Financing research, including an analysis of the waste <br /> stream in North Carolina. <br /> 3) Funding for demonstration projects. <br /> 4) Activities related to development of secondary materials <br /> markets. <br /> <br />® Duties of State Agencies <br /> <br /> By January 1, 1992, all state agencies must establish recycling <br /> programs for recyclable materials generated in state offices <br /> <br /> The Department of Economic and Community Development is required <br /> to assist and promote the recycling industry in North Carolina, <br /> including the preparation of an annual report (beginning March 1, <br /> 1991) which analyses the markets for and marketability of <br /> recyclable materials. <br /> <br />- The Department of Economic and Community Development must report <br /> to the General Assembly by March 1, 1991, on potential markets <br /> for composted materials. <br /> <br />- All.state agencies and local governments are required to use <br /> c0mposted materials when these can be obtained at or below the <br /> cost of other soil amendments. <br /> <br /> The Department of Public Instruction must promote recycling in <br /> the public school system and develop curriculum materials for <br /> recycling awareness program through all grade levels. <br /> <br />· Prohibited Acts - Used Oil (130A-309.15) <br /> <br />Certain activities regarding storage and disposal of used oil <br />'including disposal in landfills, are banned. <br /> <br /> Other Waste Oil provisions <br /> <br /> The Department of Environmental, Health and Natural Resources is <br /> required to: <br /> <br /> -OVER- <br /> <br /> <br />
