-6- <br /> <br /> 1) establish a public education program on used oil recycling <br /> 2) encourage voluntary establishment of used oil collection <br /> centers <br /> 3) establish a registration system for used oil transporters, <br /> recyclers, and collectors <br /> 4) set up a grants program to local governments for curbside <br /> pickup, collection centers, etc. for use oil (grants cannot <br /> exceed $25,000 each) <br /> <br /> Training for Solid W~ste Operators (130A-309.25) <br /> <br /> ~ All operators of solid waste facilities must complete the <br /> training course required by the Department no later than January <br /> 1, 1996. <br /> <br /> - The Department must develop qualification standards for landfill <br /> operators, recycling ,coordinators and operators of other solid <br /> waste facilities. <br /> <br /> - The Department must work with universities, community colleges, <br /> technical center, etc. in developing educational materials and <br /> courses of study for SWM facility operators. <br /> <br />· Regulation of Medical Waste (130A-309.26) <br /> <br /> The Department must develop rules governing the transport, storage, <br /> treatment and disposal of medical wastes by August 1, 1990. <br /> <br />· Landfill Escrow Account (130A-309.27) <br /> <br /> Owners or operators of landfills are jointly and severally liable <br /> for improper operation and closure of these facilities. <br /> <br />- Landfill owners or operators must ensure that they have <br /> sufficient financial resources for proper closure of landfills. <br /> <br /> The owner or operator must do the following: <br /> <br /> 1) establish a fee, surcharge, or other revenue generating <br /> mechanism to produce monies sufficient to satisfy S~ate and <br /> Federal closure requirements <br /> 2) establish an escrow account to receive these revenues <br /> 3) provide an annual audit of the escrow account to .the <br /> D~partment <br /> <br /> Landfill owners or operators may provide alternative types of <br /> financial responsibility in place of the escrow account. These <br /> alternatives may include: surety bonds, certificates of deposit, <br /> securities, letters of credit, corporate guarantee. <br /> <br /> Escrow account revenues may be pledged as security or applied to <br /> payment of revenue bonds issues to meet closure requirements. <br /> <br /> ~' The Commission on Health Services must develop rules to implement <br /> these requirements. (no deadline set on rulemaking) <br /> <br /> <br />
