B) Rate Schedules and costs for the Pretreatment and Surcharge <br /> Program shall be reviewed by the City annually to insure that each non- <br /> domestic source is paying a reasonable fair share. Each industry or <br /> non-domestic user, subject to the Pretreatment and Surcharge Programs <br /> shall be billed directly by the Rocky River Regional Wastewater <br /> Treatment Plant.
