Mr. Charles McGinnis
Page 2
January 13, 1988

After approval of the downtown site, our next step was to
develop a comprehensive program of which the quality, type of
functions, and square footage required for this facility
would be established. At the completion of this program, the
Commissioners were informed that the programmatic study
suggested that approximately 76,000 ~.f. of building would be
required to house the needs of 'the County Administrative
Offices and various departments that would occupy this
building until year 2010. In addition, because of the
characteristics of this site, two levels of underground
parking were developed to offset parking which was removed by
the construction of this facility. This facility has been
ultimately designed to accommodate the following departments
and offices:

o County Commission Chambers
o County Manager-
o County Finance Director
o County Engineer
o County Planner
o Zoning Administrator
o Building Inspector
o Register of Deeds
o Tax Collector
o Tax Supervisor
o Land Records and Cartography
o Micrographics
o Data Processing
o Home Health Care

During the last 12 months, we have proceeded with the design
of this facility based on approval of this program by the
various department heads and managers. The final building
and project design has the following characteristics:

o The building has a 70 percent efficiency ratio of net
s.f. to gross s.f. and has approximately 72,529 gross
s.f. This square footage is housed in two above-grade
levels which are accessed by pedestrians from Church
Street and by vehicles from the parking decks below.
Approximately 16,240 s.f. of this amount is located in
the lowest level parking garage, which is accessed from
the building above through elevators, etc., as well as a
vehicular access from McCachern Boulevard.

o The building has provisions for 169 parking spaces which
are on two underground levels. The main public parking
level is accessed from Means Avenue and will contain
approximately 105 parking spaces. In addition, future
