Mr. Charles McGinnis
Page 3
January 13, 1988

drive-in window facilities are provided for paying of
bills to the County such as water, sewer, ambulance,
taxes, etc.

The lowest parking level will contain parking for 64
cars' and is assumed to be used for County employees.
Within this parking level is also contained the data
processing, micrographics, and mechanical support areas
of the building.

These two~ underground parking levels contain
~ppro×imately 102,209 s.f. of space of which 16,240 s.f.
is occupied area on the lowest level.

o Above the public parking level accessed~ from Means
Avenue is a public plaza which contains approximately
22,000 s.f. which will have provisions for trees,
landscaping and will provide for open space which will
be continued across Church. Street onto the existing site
occupied by the.Courthouse and new jail addition. (All
landscaping and public plaza work for areas across
Church Street is not included in this project at this
time.) A "knock-out" panel has been provided within the
foundation wall of the Means Avenue parking deck level
for a future underground tunnel which would cross Church
Street and provide access to the County Courthouse. It
is intended, aG this time, that this tunnel would open
on the outside of both the jail and courthouses within
the Architectural Plaza.

o Although the building program has made provisions for
each department to expand within itself until the year
2010, the building and parking complex has been designed
at the Commissioner's request to be expandable.
Therefore, structural and 0%her miscellaneous provisions
have been made to accommodate two additional floors on
top of the two floors of administrative offices. This
will provide a 100 percent expansion capability for this
facility. In addition, the floor to floor height was
expanded to accommodate data processing and other
offices on the lower level of parking. Therefore, this
entire area also can be claimed for future office space
as County needs grow. This will allow for an additional
30,000 s.f. of future office area as needs dictate.

Therefore, as a summary of the above, the office
facilities will be able to expand horizontally through
the re-use of the lowest parking level as well as 100
