Mr. Charles McGinnis
Page 4
January 13, 1988

p~rcent vertically through the addition of two floors
which would be constructed on top of the existing four-
story complex.

o Provisions have been made for a Commission Chamber which
will provide fixed seating for approximately 100
persons, .which will be established as the focal point
for the design and concept of the facility. In
addition, a large public, gallery on the main entrance
level from Church Street is provided which wiil allow
for public functions, changing displays and most
importantly overflow from the tax collector, tax
supervisor, and register of deeds offices. This concept
has reduced the actual size required for each department
and, therefore, the overall size of the facility to
accommodate the large number of people who wait in line
at these departments at various times of the year.

o Aesthetically, the building has been designed to be
monumental and timeless in design. It is anticipated
that this facility should certainly last the County
through future generations. Although the building is
monumental in scale, an attempt has been made to
articulate the building design to allow it to fit within
the existing building fabric of downtown Concord. It is
hoped that this complex will provide for badly needed
open space in the downtown area of Concord and, at the
same time, provide a natural link between County
Administrative Offices, the existing County Courthouse
and new jail addition as well as the existing old
Courthouse.

Please contact us if you would desire additional information
concerning the complex. It is our understanding that we are
on the agenda for Monday night's meeting, January 18, 1988.
Please call if this is incorrect. We are enclosing for your
review an Advertisement for Bids, which we will run in the
papers as soon as the Commissioner's actually approve and
release us to bid the project.

cerely,

DEY/j e
