I

FRED,SJAMES &CO, oftheCAROLINAS, INO~ Dutch Plaza, 800 Dutch Square Blvd,; Suite 100, Columbia, South Carolina 29221
Post Office Box 21804 Telex 573462 803 798-6190

March 22, 1988

Mr. Charles D. McGinnis
Manager, Cabarrus County
P.O. Box 707
Concord, NC 28026-0707

Dear Mr. McGinnis:

I enjoyed my visit to Cabarrus County on March 11, 1988. The courtesies
Blair Bennett and Sonny Perdew afforded me were greatly appreciated. My
purpose was to become more familiar with the County's operations that
impact Risk Control and to assist in the development of positive Risk
Control Programs.

Cabarrus County is among forty Counties in North Carolina to
cooperatively pool Risk Management resources to safeguard their vital
assets. Participants of this homogenous association have the
opportunity to maintain reasonable premiums and improve loss control and
safety techniques. Risk Control Services is one of the teams at Fred.
S. James to assist in coordinating these efforts.

During the survey, activites, practices, and conditions were noted that
are potential exposures. Addressing these exposures through
implementation of a risk control technique may vary from a simple task
up to a more complex endeavor. Some may require capital or other
resource allocations. Alternative measures to deal with these risks are
acceptable as long as they fit your needs and adequately reduce or
control the risk.

To assist us and all participating Counties, a written reply is
requested. A plan to deal with recognized exposures is a sound
management practice. Cooperatively, this will be a rewarding
experience.

I look forward to your reply and to working with you in the future.
Please feel free to call on the staff of Risk Control Services for
assistance.

/

Wendell T.
