A full-time resident for construction observation should be furnished by Owner and should serve under the Utility Department. The Engineer shall not be responsible for the acts or omissions of the Contractor, any Sub-contractor, or any of the Contractor's or Sub-contractor's agents or employees, or any other persons performing any of the work pndep the construction contract. For these services, the Engineer will be paid by the Owner at the hourly rates indicated in Part IV. Part IV - Miscellaneous Engineering Service~ In addition to the foregoing services, other special services may be performed when requested by the Owner; 1. The testing of materials such as concrete, reinforcing steel, soil testing, flow gauging or sewage analyses as these are services rendered by commercial laboratories, or 2. The establishing of property corners, topographical surveys, rights-of-way or property surveys, since these services should be rendered by a duly authorized local land surveyor, or 3. The preparation of Operation and Maintenance Manuals for any necessary pumping facilities. ~-. The Engineer will advise the Owner of the heed of any of these services and assist the Owner in obtaining these services. Billing to the Owner by the Engineer for professional services of consultants will be the cost of these consultants to the Engineer multiplied by the factor of 1.15. 5. Necessary filing of maps for water rights, special documents, court work for water adjudications, litigation or oth.er reasons shall be done by the Engineer if requested by the Owner. Payment for these shall be based on direct personnel expenses plus direct reimbursable expenses at cost. 6.
