Highland HealthCare <br /> <br /> September 9, 1988 <br /> <br /> Mr. James Lentz, Chairman <br /> cabarrus County Board of Commissioners <br /> Post Office Box 707 <br /> Concord,' North Carolina 28026 <br /> <br /> Re: Presentation of Highland HealthCare,s Certificate <br /> of N~ed Application for 121 bed nursing care <br /> facility in Cabarrus County, North Carolina <br /> <br /> Dear Mr. Lentz: <br /> <br /> Pursuant to my phone conversation with Ms. Suzy Small <br /> regarding the~above captioned matter, please be advised that <br /> Highland HealthCare'would like to present its Certificate of <br /> Need proposal for the construction, development, and <br /> operati'6n of a new nursing facility in Cabarrus County at <br /> your Board Meeting on October 3, 1988. The purpose of this <br /> presentation is: <br /> <br /> 1. To make 'the Board of Commissioners aware of <br /> Highland HealthCare's proposal; <br /> <br /> 2. To make the Board aware of the urgent need for <br /> additional nursing home beds in Cabarrus County; <br /> and <br /> <br /> 3. To solicit the Board's support in locating <br /> additional nursing home beds in Cabarrus County. <br /> <br /> The State'Medical Facilities Plan for 1987, jointly <br />allocated 60 nursing home beds to both Stanly and Cabarrus <br />Counties. Moreover, there were 41 additional nursing home <br />bed~a!located to Cabarrus Co,~nty du~ing 1986 for which no <br />one filed an application. C6nsequently, for the August 15, <br />19B8 filing, applicants could apply for 101 nursing home <br />beds in.Cabarrus County or 60 nursing beds in Stanly County. <br />Consequently, Cabarrus County is in competition with Stanly <br />County for these.additional nursing home beds. Therefore, <br />it is very'important 'for the Cabarrus County Board of <br />Commissioners-to notify the State of North Carolina, <br />Department of Human Resources, Division of Facility <br />Services, Certificate of Need Section regarding the need for <br />additional lonq-t~rm care beds in Cabarrus County. <br /> <br /> Presently, there are more than 13,000 individuals over <br />the age 6f '65 residing in Cabarrus County which accounts for <br />14% of the county's population.
