I

IL Post oFFICE BOx 35008 ONE cHARLoT[ETOWN CENTER
CHARLO'I-rE, N.C. 28235 1300 BAXTER ST. 704/372-2416

DATE: 28, 1985
January

TO: City and CountY Managers, City Clerk
IFROM: George Monaghan, Executive Director /~"~'(~

At the meeting of the Centralina Council of Governments on January 23, 1985, two
resolutions were adopted. It was suggested that it would be helpful if local
governments also adopted these resolutions:

1. Resolution in Re.rd to Textile Imports

In December, the Stanly County Commissioners suggested that the COG
Executive Committee consider the effect of textile imports on the
employment and economy of our region and what we might do about the ~.~'~
matter. They then arranged to have a number of textile offieiuls
from Stanly and Cabarrus County join us at the Executive Committee
meeting and present the problem to us.

As a result of Stanly County's initiative in this matter, we then had
Charles Dunn, Executive Vice President of the N.C. Textile Manufacturer's
Association speak to us at our January COG Board meeting. The COG
Board unanimously adopted the Resolution that is Attachment #1 hereto.
(You received an agenda for the COG Board meeting earlier. Attachments~kig~.~..
{2 and 3 to it were some facts and figures about textile employment and~,~.l
plant closings in each County.)

It is requested that your governing board also adopt this resolution
and send notice of that fact to your Federal Congressmen, to Governor
Martin, to Mr. Howard H. Haworth, Secretary, N.C. Dept. of Commerce,
and to your local Chamber of Commerce.

2. Resolution in Regard to a Recommended Allocation Method for Distribu~ng
CDBG Funds

In the Fall issue of Centralina's Regional Reporter, we printed a map
showing all the communities in the State that submitted applications
for 1984 CDBG awards. Another map showed the communities that received
grants. These maps are contained in Attachment ~2 hereto.

CABARRUS COUN]¥ conco~ harrisburg mounl ID/ca,an{ GASCON COUNTY b6{mont bess~m(er oily che~ry~.il{e c~amerton
ga$lon~ high sho~,l~ lowell n~..adenviHc mount holly tanlo stantey IREDIFLL COUNTY h;~rrnony moorcs~llo slatesvflle
