Page 2 <br />Memo <br />January 28, 1985 <br /> <br />In December, representatives of seven local governments in our region who were <br />unsuccessful in getting a grant in 1984 met to share thoughL~ about the program. <br />Mayor Sonny Lackey of Bessemer City presented their v~ews at a public hearing that <br />NRCD held on the CDBG process on December 14th. <br /> <br />The discussion that appears in Attachment #~. under the heading "Whats Wrong With <br />the Present System?" lists the major coneerns expressed at the meeting and by Mayor <br />Lackey. <br /> <br />When the eight communities got together, they didn't just cr/ticize the present system; <br />they also came up with a system that would allocate to the communities in each region <br />of the State a fair share of the CDBG funds based on each region's share o_r the <br />~tate's population below the poverty level and their share of the State's substandard <br />housing. NRCD would still rank the applications, but all parts of the State would be <br />guaranteed a share of the funds. <br /> <br />At their January 23rd meeting, the COG Board endorsed this Recommended Allocation <br />Method for Distributing CDBG Funds. It is requested that your governing board do <br />likewise and send notice of that fact to your State Legislators, to Governor Martin, to <br />Mr. S. Thomas Rhodes, Secretary of the N.C. Department of Natural Resources and <br />Community Development, and (if a City) to Mr. S. Leigh Wilson, Executive Director of <br />the North C~arolina League of Municipalities, and (if a County) to Mr. Run Aycock, <br />Executive Director of the N.C.
