A RESOLUTION for the enactment of an ordinance providing for the establishment of <br /> the Cabarrus Authority for Water and Sewer (CAWS). <br /> <br /> L Pur~ of Cabarnm Authority for Water and Sewer <br /> <br /> A. Provide an adequate supply of water to meet the needs of the citizens <br /> of Cabarrus County. <br /> <br /> B. Provide water and sewer facilities as needed to those citizens of Cabarrus <br /> County not presently served by such facilities. <br /> <br /> C. Oversee the development of the newly formed Water and Sewer District and <br /> oversee the provision of water and sewer facilities to the citizens within the <br /> district. <br /> <br /> D. Coo~)erate with the Cabarrus County Commission, Cabarrus County Manager, <br /> Cabarrus County Department of Planning, other Cabarrus County agencies, <br /> and municipalities and sanitary districts in order to provide water and sewer <br /> services in a timely and orderly lash}on. <br /> <br />IL Area of Service for the Cabarrtm Authority for Water and Sewer <br /> <br /> A. Area of Service for assessing and providing water supply is Cabarrus County. <br /> (See Map #1) <br /> <br /> B. Area of Service for providing water and sewer service is that portion of <br /> Cabarrus County that is not presently provided such services by a municipality <br /> or a sanitary district. <br /> (See Map {{2) <br /> <br /> Membership of the Cabarrus Authority for Water and Sewer <br /> <br /> A. The Cabarrus Authority for Water and Sewer is to have five members and two <br /> alternates. <br /> <br /> B. Persons serving on the Authority agree to work for the betterment of the <br /> citizenry of Cabarrus County by providing and/or improving the provision of <br /> water and sewer services as well as meeting the County's needs for an <br /> adequate supply of water. <br /> <br /> C. Initial formation of the Cabarrus Authority for Water and Sewer, <br /> <br /> 1. The Cabarrus County Board of Commissioners will appoint five <br /> members and two alternates. <br /> <br /> 2. By the drawing of lots, two of the five initial appointees will serve a <br /> term of four years, one a term of three years, one a term of two <br /> years, and one a term of one year. By the same method, one <br /> alternate will serve a term of four years and will be the senior <br /> alternate; and, the second alternate will serve a term of two years <br /> and will be the junior alternate. <br /> <br /> 3. Following the initial terms of appointment, members will be <br /> appointed for four year terms. <br /> <br /> <br />
