County ownership - this is done in a number of c~unties <br /> across the state and country. <br /> <br /> 2. Area Authority ownership - ne County Co~mnissioner review. <br /> This would remove the commissioners from any controversy <br /> surrounding a group home. <br /> <br /> 3. Area Authority ownership with prior approval by County <br /> Commissioners.
