I

CABARRUS cOUNTY
Office Box ?07
CONCORD, NORTH CAROLINA 28025

MEMORANDUr. I

TO: Charles D. McGinnis/County Manager
FROM: Thomas B. Robinson/Planning Director~)~/
DATE: August 13, 198q

SUBJECT: Clarification of County Water Policies

A couple of questions have arisen concerning county water policies that are
not clearly covered in the County's adopted Water System Policies and Regulations.
I need to get ~our or the Board of Commissioner's direction on these questions.
I have checked with Paul Watson and he agrees that these questions are not clearly
covered in the adopted policies.

If possible I would like to get clarification of the following questions as soon
as possible:

1. If an investor owns several rental homes and a person moves out
leaving a delinquent bill, is the owner responsible for~tbe
delinquent bill? ~X4~L~ _~ qc~.x2~ ~ ~
2. If a renter or owner moves from their house and requests the
water service to be discontinued while the property is vacant,
will there continue to be a minimum monthly water bill? If
so, in the case of a renter, is the owner responsible for the
monthly bill?
