Noon, an: <br /> <br /> In order to serve North Carolina's poor, the General Assembly has <br />urged that our Division make every effort to extend the Community Services <br />~lock Grant and Community Action Partnership programs to all counties of <br />the State. Both of these programs will be administered through this <br />Division. <br /> <br /> As you are aware, the Community Action Partnership Program is a State <br />program designed ~o serve low-income people, which has just been <br />established by the North Carolina General Assembly with an appropriation <br />of $1 million. This program will be administered much like the Community <br />Services Block Grant Program. <br /> <br /> I am requesting that all community action agencies which have <br />contiguous counties not presently served by the Community Services Block <br />Grant Program to contact (or recontact), in writing, the Board of County <br />Commissioners of the respective county to determine whether or not they <br />desire to participate in the Community Services Block Grant and Community <br />Action Partnership programs by joining your agency. Our office is also <br />advising county officials in unserved counties of the opportunities under <br />these programs. When you contact the Board of County Co~issiomers, <br />please apprise the county officials that they have two options if they <br />wish to participate in these programs: <br /> <br /> 1. Join an existing community act~om agency which will enable th~m <br /> to participate in the allocation of funds under both the <br /> Community Services B%ock G~ant and Community Action <br /> Partnership programs. <br /> <br /> 2. Designate a private nonprofit agency, other than an existing <br /> community action agency. In this case, the agency will only <br /> receive funds under the Community Action Partnership Program. <br /> Please note that the legislation requires a specific board <br /> structure for eligible agencies. <br /> <br /> P.
