Sec. 5. Cruelty to animals. It shall be un]awful for any person to molest, torture, torment, deprive of necessary sustenaoce, cruelly beat, needlessly multilate or kill, wound, injure, poison, abandon or subject to coodJtions detrimental to its health or general. welfare ally animal, or to cause or procure sucb action. The words '~torture" and "tormentTM sba]] be held to include every act, omission or neglect whereby unjustifiable physical pain, suffering or death is caused or permitted; but such terms shall not be construed to prohibit ]awful shooting of hlrds, deer and other game for human food; nor to prohibit the Animal Control Department or its agents or veterinarians from destroying dangerous, unwanted or injured animals in a humane manner; nor to prohibit the lawful use of animals in scientific research, provided that the research is fully accredited by the American Association fo]! lab animals care or all equivalent association. Sec. 6. Confinement, muzzling and control of vicious or danj~erous animals. It shall, be un]awful for any owner to keep any vicious, fierce or dangerous animal within the county, unless it is confined within a secure building or enclosure, or un]ess it is securely muzzled and nnder restraiot by a competent person w|~o, hy means of a leash, chain or rope, has such animal firmly under control at all. times. A vicious animal is defined as one that has made au unprovoked attack on s human or that attacks farm stock and other pets. Sec. 7. D__o~z~rohibited from running at large._ It shall be unlawful for the owner, keeper or barborer of any dog to permit such dog to run at large on any pub].ic road, street, or highway or npon the ]and of any other person without the consent of that person. Sec. 8 . Interference with enforcemeut of cbapteliL It sbail be unlawful for any person to interfere with, hinder or molest the Animal Control Department or its agents or animal control officers or veteri- narians in the performance of ally duty authorized by this chapter, or to seek to release any animal ill the custody of such agents, except as otherwise specifically provided.
