employee the reasons for the action and discuss mutual <br /> rights and responsibilities under the reduction in force <br /> policy. <br /> <br />(d) Priority Placement Status <br /> <br /> On receipt of formal notice of scheduled separation, a <br /> permanent employee subject to this policy acquires <br /> priority placement status. This entitles the employee <br /> to priority consideration in other units in the Depart- <br /> ment and in other agencies of government as defined below. <br /> <br /> Priority placement status does not ~ssign the employee <br /> the right to displace another employee to create a <br /> vacancy. <br /> <br /> 1) Within the Separating Unit <br /> <br /> A department or agency effecting a reduction in <br /> force is required to attempt to place a priority <br /> status person in any position of similar, compara- <br /> ble, or lower classification that is vacant or <br /> becomes available in the Department before the <br /> effective date of the scheduled separation. The <br /> employee, of course, must meet the minimum qual- <br /> ifications for the position and have a demonstrated <br /> ability to satisfactorily perform the duties within <br /> a reasonable length of time as determined through <br /> normal selection procedures. Under such circum- <br /> stances, the employee shall be offered the vacant <br /> position. <br /> <br /> All placement offers shall be in writing. The <br /> employee must respond in writing within fifteen <br /> calendar days of receipt of the offer. <br /> <br /> A priority placement employee may be promoted. <br /> However, priority placement status does not include <br /> a right to promotional placement. <br /> <br /> A priority status person who refuses a reasonable <br /> offer of placement within any Department forfeits <br /> his or her priority status. <br /> <br /> 2) In Other Units <br /> <br /> A cove~ed employee shall have priority placement <br /> status in other departments.if he/she cannot be <br /> placed within 45 calendar days of the scheduled <br /> separation. <br /> <br /> <br />
