Light and Water to determine the cost of building a 5.23 million g~l-
lon ~G) reservoir for City water supplies. This project has been
tabled at this time. This dam was designed for little or no flood
control. Coddle Creek ks classified A-II from the county line to
NC 73, but falls to Class C beyond that point.

The creek is already utilized by the cities of Concord and
Kannapolis, and Cannon Mills for their water supplies with existing
demand already exceeding available stream flows during severe
droughts. Prior water rights would be legal considerations. The
reservoir would flood areas under heavy developmental pressure,
mak£ng land acquisition expensive as well as making future pres-
ervation of this watershed increasingly difficult. A Cannon Mills
pump station would be flooded, and three (3) major petroleum pipelines
(36", 14" and 10") would be involved. Protection of the water source
would require encasement and/or relocation of the pipelines, and legal
problems could be incurred here also.

Coldwater Creek: Coldwater Creek was briefly considered as a pos-
sible site, but is located directly east of the City of Concord. Cold-
water Creek and its tributary Irish Buffalo Creek both have heavy
loadings of industrial and municipal waste. Little Coldwater Creek
has material high in chlorides. The stream classification is D.

This poor water quality, and existing and expected development removed
it from further comment.

Dutch Buffalo Creek: The site on Dutch Buffalo Creek is located in
an area which lacks local structures and watershed development. This
makes this site attractive for easy, i~expensive land acquisition.
The stream is classified A-II at the site. The site is locat6d in

-9-
