E. Pursuant to the authority under this act, the Board of <br /> Health shall have the authority to promulgate regulations <br /> pertaining to the management of sOlid waste which shall <br /> be Posted at the Cabarrus County CourthouSe Door, together <br /> with a statement indicating that the posted regulations <br /> have been adopted and that a copy of the regulations are <br /> on file in the offi.ce of the Cabarrus County Health Depart- <br /> ment; and shall cause a notice of the adoption of all <br /> regulations enacted hereUnder to be published for two <br /> successive weekS in a newspaper having general circUlation <br /> within Cabarrus County pursuant to the provisions of <br /> North Carolina General Statutes Section 130-17. <br /> <br />~ECTION III - SOLID WASTE STORAGE <br /> <br /> No person owning or occupying any premises shall permit <br />any solid waste to accumulate upon such premises that is not <br />stored in a manner approved by the Board of Health. <br /> <br />SECTION IV - SOLID WASTE RE~IOVAL <br /> <br />A. The owner and occupier of ail premises upon which garbage <br /> or other solid waste is stored shall remove or cause to <br /> be removed all such materials from their premises at <br /> least once a week. <br /> <br />b. It shall be the specific responsibility of the owners of <br /> mobile home parks and apartment houses or complexes to <br /> provide for the collection and removal of all refuse from <br /> the premises at least once per week. Such mobile home <br /> parks and apartment complexes, when services are rendered <br /> to all residents pursuant to a single contract with the <br /> owner or manager thereof, shall be deemed to be a commer- <br /> cial venture for the purposes of Section IX herein. <br /> <br />SECTION V - SOLID WASTE TRANSPORTATION <br /> <br /> No person for hire shall transport solid waste in a con- <br />veyance that has not been inspected and approved by the Health <br />Director and certified as being in compliance with rules promul- <br />gated by the Board of Health. <br /> <br /> SECTION %ri - SOLID WASTE DISPOSAL <br /> <br /> No garbage or solid waste generated outside of Cabarrus <br />County shall be d~sposed of in the county's landfill. <br /> <br /> No person shall dispose of solid waste except by one of <br />the following methods: <br /> <br /> <br />
