B. Permits for collection and transportation of solid waste <br /> shall be issued for a one year period and may be renew- <br /> able for similar periods. Any permit may be-revoked in <br /> the prescribed manner by the Bealth Director for violation <br /> o£ regulations issued pertaining to the management of <br /> solid waste materials. <br /> <br />C. Whenever upon the inspection o£ facilities, equipment <br /> operating methods of any person holding a permit to <br /> collect or to transport solid waste, the Health Director <br /> finds that conditions or practices of said ~ermit holder <br /> are in violation of regulations pertaining to management <br /> of solid waste, the Health Director shall give notice in <br /> writing to such person of the nature of the violation. <br /> See Section IX D, and Section XIII ^. <br /> <br />D. No permit which has been revoked or suspended shall be <br /> reinstated by the Health Director until he £inds, upon <br /> thorough inspection, that all regulations pertaining to <br /> the management of solid waste have been complied with. <br /> <br />sECTIoN IX - FRANCHISES <br /> <br /> No person shall collect and transport solid waste for a <br />fee unless such person holds a valid, current franchise issued <br />by the County Commissioners empowering him to .so collect and <br />~ransport solid waste. The franchise shall define the holder's <br />territory and may include the grant of an exclusive or a non- <br />exclusive commercial license in addition to the grant of an <br />exclusive residential ~icense. <br /> <br />A. No franchise to collect and transport solid waste within <br /> Cabarrus County Shall be valid unless the franchise holder: <br /> <br /> 1. Holds a solid waste management permit issued by <br /> The Cabarrus County Health Director to collect <br /> and transport solid waste; and <br /> <br /> 2.Files with the Itealth Director~o~ Cabarrus <br /> County a schedule of his fees; and <br /> <br /> 3. Complies with all rules and ~egulations promulgated <br /> by the County Commissioners and the Board of Health <br /> pertaining to solid waste management. <br /> <br />B. Transfer and abandonment <br /> <br /> 1. No ~ranchise shall be transferred by a holder <br /> without at least 30 days prior written notice to <br /> the Health Department and prior approval by the <br /> County Commissioners. <br /> <br /> -6- <br /> <br /> <br />
