Botch Chandle~--Cabarrus Count), Planning
Depar traent
Mr. Leonard Sossoman--Concord Planning Department
Mr, Ray Hayworth--Rowan Connty Planning
~,r, Steve Luther~-Town Clerk, China Grove
Ms. Phyllis Cobb--Tm~m Clerk, Landis

FROM: Blake Norwood /o~d-~l~c~z~
Project Engineer
Planning and Research Branch

SUBJECT: Concord-Kannapolis Drban Area Transportation
Planning Process

As you are no doubt aware, we expect the Concord~Kannapolis-
China Grove and Landis area will soon be designated as a
Standard Metropolitan Statistical Area (SMSA), With this
designation the area will be requited to meet the specificabions
of the 1964 Federal Highway Act that calls for a comprehensive~
continuing, and cooperative (3-C process) transportation
planning process to be carried on in the area. In order to
begin laying the groundwork for the 3-C process~ I would like
to hold'an informational meeting for the involved staffs.

Bntch Chandler, Cabarrus County Planning Department, has
volunteered to ]lost this initial meeting at the Cabarrus
County Courthouse on February 4, 1981 starting at 10:30 a.m.
This will be the initial staff orientation meeting to discuss
the generalized 5-C process and its requirements. I anticipate
that subsequent staff'meetings ]nay need to be held either as
a group or by individual municipality. As the organization
begins to take shape, it will also be necessary to involve the
elected policy boards. I envision that the entire organizational
process will take four to six months to complete. Elected
officials are invited to this first meeting should they desire;
however, many items will be discussed to a detail necessary
for future staff actions. The meeting will probably need to
reconvene after lunch.
