Forbes, County Manager, Stanly County <br /> John Munn, County Manager, Union County <br />FROM: }~dnderburk, Area Director <br />DATE: February 18, 1981 <br />~: Name of Mental Health Program <br /> <br />Last November we received a copy of an Attorney General's Opinion, which was <br />requested by Dr. Morrow, Secretary of Department of Human Resources, regarding <br />the appropriate name for local area mental health programs. Additionally, as <br />a part of that request, the question of allocation of state and federal funds <br />to local area authorities was addressed. A copy of the Opinion i~ attached. <br /> <br />As you can see, the Attorney General's office has stated the opinion'that all <br />local mental health authorities shouldformal~_be named 6~e~.Ment_al_~__Heal_~_~th <br />Mental Retardation and Sub~a~e_~Abuse Authoritie%,~ and that state and federal <br />~p~opriated funds could only be made to local authorities bearing that name. <br /> <br />The matter was referred to Mr. Ligon Bundy, attorney on the Mental Health Board, <br />who made the following recommendation which was passed as a resolution by the <br />Piedmont Area Mental Health Board at its last meeting on January 22, 1981. <br />Mr. Bundy recommended that in light of the fact that our program currently <br />receives in excess of $~ million in state funds for our three-county area, <br />that it would not be wise to jeopardize those funds. Since the legislation <br />has been changed since the establishment of the Piedmont Area Mental Health <br />Program, then the Area Mental Health Board should request pennission from eacg <br />of the Boards of County Commissioners of Cabarrus, Stanly and Union Counties, <br />that the joint resolution dated April 1, 1974, establishing the Piedmont Area <br />Mental Health Program be amended to change the name of the Area Mental Health <br />Authority to "Piedmont Area Mental Health, Mental Retardation and Substance <br />Abuse Authority." <br /> <br />Please consider this memorandum the formal request for permission of respective <br />Boards of Coanty Commissioners to adopt an amendment changing the name as stated <br />above. <br /> <br /> <br />
