injury of others; ~ <br /> <br /> (b) the danger to life and property due £o flooding or erosion r~amage; <br /> <br /> (c) the susceptibility of the proposed facility and irs contents to <br /> flood damage and the effect of such damage on the individual owner; <br /> <br /> (d) the importance of the services provided by the proposed facility to <br /> <br /> (e) the necessity to the facility of a waterfront location, where <br /> applicable; <br /> <br /> (f) the availability of alternative locations, nor subject to flooding <br /> <br /> (g) tile compatibility of the proposed use with existing and anticipated <br /> development; <br /> <br /> (h) the relationship of the proposed use to the comprehensive plan and <br /> flood plain management for that area; <br /> <br /> (i) the safety o~ access to the property in times of flood for ordinary <br /> and emergency vehicles; <br /> <br /> (j) the expected beight$, velocity, duration, rate of rise and sediment <br /> transport of the flood waters and the effects of wave action, if <br /> applicable, expected at the site; and, <br /> <br /> (k) the costs of providing governmental services during and after flood <br /> conditions including maintenance and repair of public utilities and <br /> <br /> streets and bridges. <br /> <br /> tie! improvements to be erected on a lot of one-half acre or less in <br /> <br /> constructed below the base flood level, providing items (a-k) have <br /> been fn!ly considered. As the lot size increases beyond tim one-half <br /> acre~ the technical justification required for issuing the variance <br /> <br />(6) Upon consideration of the factors listed above and the purposes of this <br /> ordinance, the Cabarrus County Planning Board may attach such conditions <br /> to tile granting of variances as it deems necessary to further the purposes <br /> of this ordinance. <br /> <br />(7) Variances shall not be issued within any designated floodway if any in- <br /> crease in flood levels dnring the base flood discharge would result. <br /> <br />(8) Conditions for Variances <br /> <br /> (a) Variances shall only be issued upon a determination that the variance <br /> is the minimum necessary, considering the flood hazard, to afford <br /> relief. <br /> <br /> 7 <br /> <br /> <br />
