, (~) \~ariances shall 0ely be issued upon (il a showieg of good and <br /> sufficien~ cause; (ii) a determination that failure to grant ghe <br /> variance would result ill exceptional hardship to the applicant; and, <br /> (iii) a determination that the gray, ting of a variance will not re- <br /> suit in increased.flood heights, additional threats to public <br /> safety, extraordinary pubt~c expense, create nuisances, cause fraud <br /> on or victimization of tile public, or conflict with existing local <br /> laws or ordinances. <br /> <br /> (c) Any applicant to whom a variance is granted shall be given written <br /> notice specifying the difference between the base flood elevation <br /> and the elevation to which the structure is to be built and stating <br /> than the cost of flood insurance will be commensurate with the in- <br /> creased risk resulting from the reduced lowest floor e!evation. <br /> <br /> (d) The Cabarrus County Director of Planning shall maintain tile records <br /> of all appeal actions and report any variances to the Federal In- <br /> surance Administration upon request. <br /> <br />ARTICLE 5. Provisions for Flood Hazard Reduction <br /> <br />SECTION A. General Standards <br /> <br />In all areas of special flood hazard, the following provisions are required: <br /> <br /> (1) Anchoring <br /> <br /> (a) Ail new construction and substantial improvements shall be anchored <br /> to prevent flotation, collapse or lateral movement of the structure. <br /> <br /> (b) All mobile homes shall be anchored to resist flotation, collapse or <br /> lateral movement by providing over-the-top ties to ground anchors. <br /> <br /> Specific requirements shall be that: <br /> <br /> (i) over-the-top ties be provided at each of'the four corners of <br /> tile mobile home, with two additional ties per side at inter- <br /> mediate locations and mobile homes less than fifty (50) feet <br /> long requiring four additional ties per side; <br /> <br /> (ii) frame ties be provided at each corner of tile home with five <br /> additional ties per side at intermediate points and mobile <br /> homes less than fifty (50) feet long requiring four additional <br /> t~es per side; <br /> <br /> (iii) all components of the anchoring system be capable of carrying <br /> a force of four thousand-eight hundred (4800) pounds; and~ <br /> <br /> (iv) any additions to the mobile home be similarly anchored. <br /> <br /> (2) Construction Materials and Methods <br /> <br /> (a) All new construction aed substantial improvements shall be con- <br /> structed with materials and utility equipment resistant to flood <br /> damage. <br /> <br /> <br />
