The structure was <br />designed by a nationally recognized arebitect, G.8, Appleget, wbo uniquely c0mbined tie,efts of <br />the Second Empire style with elements Of hush the Classic Revival and the Tuscan ReviVal, The <br />building is listed in the National Register of Historic places because Of its statewide si <br />.f_Lca~ea as nne of the finoat examples of Victorian governmeilkilJ~architec~- <br /> <br /> 2; Projects which ca~ revitalize significant properties which are deteriorated <br /> or are in danger of demolition, particularly those in rural areas of the <br /> state (explain): The Cabarrus Count}, Courthouse (1876) is the only public buJ ding <br />in Cabarrus County which has restoration potential. It currently houses the oZf~ces of fine <br />~on-profit, autonomous Organizations which are dedicated to the importance of cultural, <br />~istorical, and philanthropic endeavors in the County. <br /> <br /> 3. Projects which have or will encourage the support of local historical commis- <br /> sions, local governments and tile public, particularly projects which will be <br /> the first preservation effort is a declining area (explain): This restoration <br />project is the first one undertaken in Cabarrus County under the sponsorship of Historic <br />Cabarrus, Inc. The building is located in downtown Concord, It is felt that tile restoration <br />and rehabilitation of this building will serve as a stimulus for the restoration and reuse <br />of other buildings in the immediate downto,~m area. <br /> <br /> 4. Projects which will serve to retain C0n~nunity character, preserve unique or <br /> scarcecultural resources or which will add to public understanding and/or <br />education on history, pre-history and historic preservatios in North Carolina = <br />(explain): The Courthouse is an important architectural atructure as it is o~! <br />of only two (or possibly three) buildings in North Carolina designed by Appieget. The <br />building houses a library/museum which contains significant memorabilia from the Revotuti~ nary <br />and CiVil Wars. An eXCiting theatre which seats 230 occupies the upstairs courtroom area~. <br />The Cabarrus Art Guild uses its offices as a workshop/gallery, and there is a community r~ )m, <br />available for public usa~ furnished by the Junior Charity League. <br /> <br /> ~ 5. Projects that benefit minorities, disad~aotaged persons and/or handicapped <br /> ~ persons (explain): Our immediate priority is the installation of an elevator ~nd <br />fire exit system, a fire and intruder alarm system, and other items which would make the l uild- <br />ins meet:necessary safety and accessibility standards; particularly this would benefit th~ <br />handicapped and elderly. Because each theatrical production involves about 200 persons md the <br />series attendance is approximatel~ 2,000 for 9 or 10 p~rformances, it is essential that tlese <br />necessary emergency repairs be ma~e. <br /> <br /> 6. Projects which have requested assistance for needed work identified through <br /> a preservation plan or other planning efforts and whlcb will employ qualified <br /> preservation professionals (explain): liistoric Cabarrus, Inc., received in 191.0 an <br />ltCRS matching grant-in-aid to be used for a research study. This report was completed in the <br />fall of 1980 and is available to whichever architectural/engineering firm is selected for the <br />Completion of a comprehensive set of architectural, electrical and mechanical plans for tie <br />entmre building. Hm~toric Cabarrus is most anxious to select the most qualified preservalion <br /> <br /> 7. Applicants who indicate financial need to accomplish planned work and who <br /> will be able to m~intain the property at th~ completion of the grant-assisted <br />work (e~plain): Once the funding for tile fire, safety, and accessibility replirs <br />.s completmd, then adddtionel funds wi].] come from private and foundation sources. Opera luna] <br />expenses are provided from the five community groups occupying tile building. <br /> <br /> <br />
