Jr./Director of Planning <br /> SUBJECT: Establ£shment of Environmental Review Off£cer <br /> DATE: Flay 21, 1981 <br /> <br />In accordance with Federal Regulations concerning Community <br />Development Block Grants, project funds may non be obligated <br />or expended until the environmental review process has been <br />completed. These regulations require that Cabarrus County <br />designane an Environmental Review Officer who will be re- <br />sponsible for making the findings of level of impact. <br /> <br />This Officer does non have to be a technical expert nor <br />the person who prepared the Environmental Assessment itself; <br />but should be credible in case it xs necessary to defend the <br />findings. <br /> <br />For the sake of practicality, perhaps it would be best to <br />formally designate the Director of Planning as the Environ- <br />mental Review Officer for the Sidestown/Shankleto~ Con.unity <br />Development Block Grant Program <br /> <br />pds <br /> <br /> <br />
