If we had waited, as <br />is customary, until actual funding before the engineers were chosen <br />it would be spring before construction bids could be taken. Spring <br />is when a large percentage of work is begun and as a result prices <br />are at the highest, a critical factor since we have a limited amount <br />of funds. <br /> <br />Currently, surveying is under way, a preliminary cost estimate has <br />not been done, the North Carolina Department of Transportation is <br />being contacted about encroachments, and liasion is underway with <br />other state, local, and federal agencies. <br /> <br />pds <br /> <br />Attachment <br /> <br /> <br />
