SUGGESTED MANNER OF. ENFORCEMENT OF EMPLOYEE PARKING <br /> <br />Unless re u~lar Strict enforcement procedures are followed, it is <br />doubtfuI--~this or hny parking plan will be successful. <br /> <br /> PARKING FACILITY NU~ER TWO <br /> <br />ASSIGNED PARKING - ALL SPACES WOULD BE ASSIGNED: Unless each em- <br />ployee space is checked at least once daily (less will b~e required <br />later) to assure that each employee is parking in his/her space and <br />only that space, the entire system will not be workable. The assign- <br />ment of a bumper sticker to correspond with the number of the park- <br />ing space will greatly simplify the daily checking of these spaces. <br />If persons are to park only in specified spaces, then these spaces <br />must be reserved for the specified person. Any and all cars parked <br />in a space without a bumper sticker number to correspond with the <br />space number should be towed ir~nediately, <br /> <br /> PARKING FACILITY NUMBER ONE <br /> <br />ASSIGNED PARKING - ALL SPACES WOULD BE ASSIGNED: The same procedure <br />to check each bumper sticker against the space number and towing <br />policy would assure preservation of the system. <br /> <br />PARKING FOR THE GENERAL PUBLIC: Thirty-nine (39) spaces located <br />on the Courthouse lot would be a great convenience to the Cabarrus <br />County citizenry. Because of the turn over rate per space~ these <br />thirty- nine (39) spaces would allow perhaps as many as 200 to 250 <br />individuals to park in the area per day. To assure the continued <br />accessability of these spaces allocated to the general public, in- <br />dividuals working in downto~ Concord should not be allowed to uti- <br />lize this parking lot. Each morning, between the hours of 8:00 A.M. <br />and 10:00 A.M., this area should be patroled by the person in charge <br />of enforcing parking regulations (a sheriff's deputy or a designate <br />of the County Manager). When individuals are noticed utilizing the <br />parking for other than County Courthouse business, a ticket should <br />be issued. A warning ticket could be given first, then a ticket <br />costing $5.00 or $10.00 could be issued for each successive time. <br />A list of license numbers of suspected offenders would be helpful <br />on a daily basis, identifying those who habitualy park unlawfully <br />in this lot. <br /> <br />A rigid check for the first few weeks on a daily basis from the <br />hours of 8:00 A.M. to 10:00 P.M., then a weekly spot check would <br />likely cure the problem <br /> <br /> <br />
