Evaluators. The evaluators observe both the players and the controllers <br /> as they work in their respective specialized functions such as nuclear, <br /> traffic control, law enforcement, shelter management, etc. From these <br /> observations, judgments are recorded and reported as to strengths and <br /> weaknesses, together with recommendations for improvement. In addition <br /> to written evaluations, a critique with key persons attending, will be <br /> held at the close of the exercise. In some instances one Person may <br /> serve in a dual capacity as both controller and evaluator. Where this <br /> can be done, the siugle controller/evaluator technique affords an <br /> economy of personnel, space, vehicles, communications ,leans and funds. <br /> <br /> D. Observers. Observers may be expected from Federal agencies, other <br /> states, and i~dustry. These individuals should report initially to <br /> tile Visitors Bureau at tile Air National Guard Facility, Douglas Airport, <br /> where orientation informatiou and exercise publications will be provided <br /> them. <br /> <br />VI~I.I,IESSAGE AND JOURNAL FORI~S. ~n any exercise or actual operation concerning <br /> an emergency at a Fixed Nuclear Facility, it is imperative that compre- <br /> hensive records be maintained of all messages (written and verbal), recom- <br /> mendations, decisions, assignmen~ of missions, disoatch of personnel and <br /> equipment, and otber significant items. These records are invaluable for <br /> the exercise critique, evaluating tile response ~lan, and in development <br /> of recommended changes to improve the plan. All personnel participating ~n <br /> the exercise, as well as the Control Group, should maintain records. To <br /> aid in this task, attached as Annex B is a recomme~ded message form which <br /> may be reproduced locally. Annex C is a journal form example. A recommended <br /> journal form which may be reproduced locally is attached as Annex D. <br /> <br /> l×. STATE NIGH¥1A¥ PATROL CONTROL RECORDS AND ROSTERS. <br /> <br /> A. Vehicular/personnel radiological monitoring record. The form to be <br /> used to maintain a record of exercise personnel and vehicles leaving <br /> evacuation zone is attached as Annex E. <br /> <br /> B. Area access roster. Tile form to be ;~.~d to maiutain a record of all <br /> authorized personnel entering the restricted zolles is attached as <br /> Annex F. <br /> <br />X. EXERCISE IDENTIFICATION. <br /> <br /> A. On all vehicles used by tile players while participating in the exercise <br /> a white panel such as a white }land towel or si,!ilar cloth will be <br /> attached on the driver side of vehicle so as not to restrict vision. <br /> The cloth may be {led to the door handle or below tile outside rear <br /> vision mirror. Vehicles assigned to tile Control Group will be marked <br /> in a similar manner using red cloth. Vehicles assigned to the Evalua- <br /> tion Group will be marked in a similar manner using blue cloth. <br /> <br /> <br />
