Master Site Plan: <br /> <br /> The Park and Recreation Advisory Commission ~eommends-that the <br /> Cabarrus Board of County Commissioners contract with the Firm of <br /> Gardner Gidley and Associ2tes to prepare a Master Site Plan for <br /> the leased Jackson Farm Parr property. It is also recommended <br /> that an additional aPnro~lzi~t.toz~]~_$3,200.O0 be a~ropriated by <br /> ~ssioner~er t~e cost ~T~he ~ite <br /> ce~nt of this cost ~ <br /> ~0% Federal Devel~opment Funds~_~e U. S. Department of <br /> ~nterior's Land ~nd Water Conservation <br /> <br /> The attached proposal and contract outlines the details of the <br /> Site Plan. Acceptance of this contract will' permit Mr. Gidley <br /> to begin the site planning immediately in order to meet the <br /> December 1st application deadline for application of federal <br /> park development funds. <br /> <br /> The additional appropriatio~ for the cost of the Site Plan is <br /> necessary for several reasons. First, the N. C. Council of State <br /> approved the proposed park development ~oncept on May 1, 1979, <br /> one month after the proposed 1979-80 FY budget had been presented <br /> to th6 County Manager. Second, after a thorough 'analysis of the <br /> approved 1979-80 Pa~k and Recreation Department's operating bud- <br /> get, it was dete!'mined that the study could not be financed <br /> through the Deparbnent's Budget unless the current level of pub- <br /> lic services are lowered substantially, and finally, the actual <br /> cost of the Study to Cabarrus County will b~only $1,600 since <br /> 50% of the cost will be recovered when federal grants are sub- <br /> mitted to the U. S Department of Interior. However, it would <br /> be in the next Fiscal Year before 50% of the Study's cost would <br /> be recovered by the County. <br /> <br /> 3.
