Grimsle~~ <br /> SUBJECT: Site Selection Polic3)~for State ~acilities throughout <br /> North Carolina <br /> <br /> In the past, the acquisitior of land, buildings and leased-space <br /> for state programs has been carried out with very little thought to <br /> efficient site selection withir the local communities. As a result, <br /> there has been a tendency toward duplication of similar state and local <br /> facilities within various communities throughout North Carolina. <br /> <br /> For example, National Guard Armories should be located near public <br /> schools~. If this were done, parade grounds used by the Guard could also <br /> be used by the schools as playgrounds. Motor vehicle garages should <br /> also be located within close proximity to local community centers, <br /> public schools, and state facilities for~their mutual benefit. Parking <br /> areas should be designed and developed in a central location to be used <br /> by many agencies. <br /> <br /> There needs to be a special effort to maximize interdepartmental <br /> use of facilities planned for the future. When possible, facilities <br /> needed by different departments in the same area should be built together. <br /> <br /> I am, therefore, directing the State Property Office to screen each <br /> departmental request for acquisition of land, buildings, or leased-space <br /> to insure compliance with this policy. <br /> <br /> It is most important for all departments of both state and local <br /> government to actively participate in site selection which takes into <br /> account the many benefits of facilities sharing. <br /> <br /> I am sending copies of this memorandum to city and county officials <br /> throughout the State to encourage them to work with us in this endeavor. <br /> <br /> ALT/if <br /> <br /> cc: Governor James B.
