Grimsle~~ SUBJECT: Site Selection Polic3)~for State ~acilities throughout North Carolina In the past, the acquisitior of land, buildings and leased-space for state programs has been carried out with very little thought to efficient site selection withir the local communities. As a result, there has been a tendency toward duplication of similar state and local facilities within various communities throughout North Carolina. For example, National Guard Armories should be located near public schools~. If this were done, parade grounds used by the Guard could also be used by the schools as playgrounds. Motor vehicle garages should also be located within close proximity to local community centers, public schools, and state facilities for~their mutual benefit. Parking areas should be designed and developed in a central location to be used by many agencies. There needs to be a special effort to maximize interdepartmental use of facilities planned for the future. When possible, facilities needed by different departments in the same area should be built together. I am, therefore, directing the State Property Office to screen each departmental request for acquisition of land, buildings, or leased-space to insure compliance with this policy. It is most important for all departments of both state and local government to actively participate in site selection which takes into account the many benefits of facilities sharing. I am sending copies of this memorandum to city and county officials throughout the State to encourage them to work with us in this endeavor. ALT/if cc: Governor James B. Hunt Hr. J. K.
