III. Identify Unmet Needs by analyzing the above data, Other means of
identifying these needs might be to survey private and public agency
service providers. Citizen input either through a survey or a public
hearing might also be considered.

The Department of Human Resources has contracted with the Urban Affairs
Institute of North Carolina State University. for a state-wide juvenile needs
assessment to provide additional data to counties to supplement their other
juvenile justice related planning data. This data, however, will not be accessible
until 1978~

Following the completion of their needs assessment process for 1977, counties
are urged to continue further planning activities such as setting ~pecific program
priorities for implementation, This process might include a weighing of the
advantages and disadvantages of each program type for their community, the setting
of specific service objectives, determination of approximate cost of these pro-
grams, and an exploration of potential sources of funding,

Field staff of the Comunity Based Alternatives Section will be available to
provide ~echnical assistance in this planning process as requested.
