Concord, ~orth Carolina 28025 Dear Mr, Hawfietd: In the enclosed memorandam to you, Mary Regan announces the availability of $3,711.65 of state Grassroots Arts Program f~nds for community arts programs in Cabarrus County and asks your board to nominate a local distributing agent to handle these f~nds. As the North Carolina Arts Council's Community Coordinator for the western half of the state, I've had the pleasure of working with com~munity arts organ- izations in your area over the past two years. Based on the knowledge I've gained during that t~me, it appears to me that you presently have no organization that would qualify asa local distributing agent under the oriteria set out in the enclosed guidelines and enabling legislation. As stated in those guidelines, however, we hope it will be possible to work with you on a more individual basis to arrive at a mutually acceptable plan for the expenditure of your allotted' share of Grassroots funds, i hope you or another county representative will get in touch with me soon so that we can begin to discuss possibilities for worthwhile programs. We here in Raleigh are qui~e excited by the prospects of helping to develop the arts in the state khrough bhis per capita system, and very much look forward to working with you. We have found that the arts are in rapidly increasing de- mand throughout North Carolina--even in the rural areas.
