Regan, Executive Director <br /> <br /> September 16, 1977 <br /> <br />Mr. Glenn Hawfield, Jr., Chairman <br />Cabarr~s County Board of CoMmissioners <br />85 Washington Lane, S.E. <br />Concord, ~orth Carolina 28025 <br /> <br />Dear Mr, Hawfietd: <br /> <br /> In the enclosed memorandam to you, Mary Regan announces the availability <br />of $3,711.65 of state Grassroots Arts Program f~nds for community arts programs <br />in Cabarrus County and asks your board to nominate a local distributing agent <br />to handle these f~nds. <br /> <br /> As the North Carolina Arts Council's Community Coordinator for the western <br />half of the state, I've had the pleasure of working with com~munity arts organ- <br />izations in your area over the past two years. Based on the knowledge I've gained <br />during that t~me, it appears to me that you presently have no organization that <br />would qualify asa local distributing agent under the oriteria set out in the <br />enclosed guidelines and enabling legislation. <br /> <br /> As stated in those guidelines, however, we hope it will be possible to work <br />with you on a more individual basis to arrive at a mutually acceptable plan for <br />the expenditure of your allotted' share of Grassroots funds, i hope you or another <br />county representative will get in touch with me soon so that we can begin to <br />discuss possibilities for worthwhile programs. <br /> <br /> We here in Raleigh are qui~e excited by the prospects of helping to develop <br />the arts in the state khrough bhis per capita system, and very much look forward <br />to working with you. We have found that the arts are in rapidly increasing de- <br />mand throughout North Carolina--even in the rural areas.
