CABARRUS COUNTY
Department o[ Social Services
P. O. Box ~

Concord, NOrth Carolina 28025
December 02, 1977

~lr. Charles ~lcGinnis
Cabarrus County [tanager
77 Union Street, Sonth
Concord, North Carolina 28025

lie: Closing of Kannapolis
Food Stamp OFffice

Dear bSr. McGinnis:

In ,January 1975, Mien the unemployment of our connry was high, and
the number of Pood Stamp applicants increased, a satell
established to assist the people in getting their assistance as soon as
possible. The office is located in the courtroom in Kannapolis and is
opened four days a i~eek bet~een the I:ours of 9:00 aod 4:00. At the time
of its creation, this office ~,,as a tremendous asset to our office and
very help£ul to the people in that parr cf oar county.

Igc are no~ asking that a second look be taken re see if the need
For this office still exists or if ~e can better serve the county by
allocating oar manpower re more intensive investigations and help reduce
the abuse in this program. Perhaps some of tile ffollo~ing t~ill 2ustify
our concern over tile continuance of this office.

(1) I~'e are required to transport tile telepbone, Files, and
materials back and forth daily as there is no meaas of secur-
ing this information in the orifice.

(2) The workers, not baying access to records, must tic op
a great deal of the clerical staff time by calling on each
case and llaving them give aeeded i~formation via the telephoae.

(3) Since the records must be kept in tile Concord office for
security, clients i~ho do not have all of the required informa-
tion the day they apply, must still 1. ravel to the Concord office
to complete their applicatiou. They must also come to Concord
to inquire about other services available to them. Many of tbem
prefer tO come to Concord initially and handle all of their busi-
nesses with us at the same time.
