Section 2. The Cabarrus County Commm~ity Relations Com- mission may employ a Director and staff members, xvhose employa~ent must be ralified by the Board of Commissioners of Cabarrus County. The Commission shall pro]%nulgate its own rules ~] d regulations xvhich shall become effective after approval 1hereof by the Board of Commis- siouers of Cabarrus County. Said Commission shall meet at least once each month and file in writing an annual report to thc Board of County Commissioners. The Commission may organize advisory committees and appoiut ex-officio members of said committees in order to carry out its purposes. Section 3. The Cabarrus County Com]~aunity Relations Com- ]~aissioa shall gerve as an advisory body to lhe Board of County Commis- sioners and to the County A,I~ager. Section 4. It shall be the duty of the Commission to study problems in all areas of Cabarrus County pertaining to relationships among individuals and groups of all kinds, and to make recommendations to the Commissioners fox' thc betterment of such relationships within lhe commu- nity. In performiog its functioas, the Commission shall invite and enlist [he cooperation of all racial and ethnic groups, as well as persons repre- senting various economic, educational, and social groups in all areas of the County, and shall act as a coordinating agency among these and other groups ~n the community iu the eslab]ishmeui and mainlenaace of educational programS ia the community designed to bring about better human relations. Section 5. The general purposes of the Cabarrus County Com- munity Relations Comn~ission shall (a) To promote mutual underdanding and respect among all racial and ethnic groups, among persons of all economic and educational status, and generally throughout the entire comrnunity so as lo prevent discriminatory practices,
