The Board of Commissioners for the County of Cabarrus, <br /> <br />Xorth Carolina, met in special session at the County Courthouse in <br />Concord, the regular place of meeting, at 7:30 o'clock P. M., <br />June 16, 1966. <br /> <br /> Present: Chairman C. Frank James and Commissioners <br /> McI~Ieil Pe~:rea. ~4. Frauk McCray, Smoot Lyles <br /> <br /> Absent: Oren Hill · <br /> <br /> The chairman announced that a special meeting had been called <br /> <br />to be heard at 7:30 o'clock, P.
