_The regular monthly meeting of the Cabarrus County Commissioners was held <br /> <br /> q 1969 at the Courthouse with the followtn~ members <br />at 9:30 A.M. on November ~, <br /> <br />present: <br /> <br /> Vice-Chairman: C. McNeil Petrea <br /> <br /> Commissioners: Dr. R. B. R~nktn, Jr., S. Glenn Hawfteld, Jr. <br /> <br /> and Robert A. McClary. <br /> <br /> Absent: Chairman C. Frank James <br /> <br />Vice-Chairman Petrea called the meeting to order. Prayer was by the Reverend <br /> <br />Rayford Cook. Minutes were read and approved. <br /> <br /> County Manager Hurt presented resolutions prepared by New York Attorneys <br />Mitchell, Petty, and Sb. atterly concerning the sale of $260,000.00 in school bonds <br />and $90,000.00 in bonds for Cabarrus County Law EnI'orcement Building. Ranktn <br />made motion, seconded by Hawfteld, to adopt these resolutions as submitted. <br /> <br />Vote was unanimous. These resolutions appear on page 75~3 and become a part <br />of these minutes. , <br /> <br /> Mr. Lewis Patterson discussed with the Board various complaints received <br />about the County landfill being closed during some of the operating hours. The <br />Con,missioners instructed County Manager Hurt and Mr. Patterson to get this matter <br />and other particulars involving improvement of existing conditions at the landfill <br />straightened out. <br /> <br /> Mr. A. F. Daniel, C.P.A., discussed the annual audit report with the Board <br />and recommended the purchase of two Remittance Control Machines for the Tax <br />Collectors office to relieve the work load and the purchase of a cash register <br />for the Register of Deeds office for better income control. Rankin made motion, <br />seconded by Hawfield, to accept the audit report for the fiscal year 196~-6~ as <br />Desented. Vote was unanimous. <br /> <br /> Two resolutions from the Kannapolis Sanitary District regarding annexation <br />of property to the district were unanimously adopted upon motion by Hawfield, <br />seconded by McClary. The resolutions are recorded on pages 751 and 752 <br />and become a part of these minutes. <br /> <br /> A change order calling for an adc/ttional access door to the basement of the <br />new Law Enforcement Building, recommended by the State Insurance Department and <br />approved by Architect GeoDge Griffin, was introduced and passed unanimously on <br />motion by McClary, seconded by P. ankin. <br /> <br /> <br />
