4. Within a reasonable time following the receipt of a request for law en- <br />forcement assistance, and in no event more than twenty-four hours later, the chief <br />elected official of a requested party shall communicate to the members of the <br />governing body of~the requested party the terms of the request for law enforcement <br />assistance and his action upon the request. With respect to all rights and duties <br />arising under this agreement, this provision~shall be deemed directory rather than <br />mandatory and shall not be interpreted as a condition precedent to the furnishing <br />of law enforcement assistance or to the legality of such assistance furnished. <br /> <br /> 5. At the next regular or special meeting of the governing body of a re- <br />quested party following receipt of the request for law enforcement assistance, <br />there shall be recorded in the minutes of that meeting a complete record of the <br />request, the action taken, the names of all law enforcement officers and other <br />personnel sent to the requesting party, and a description of any other law en- <br />forcement assistance furnished. At the next regular or special meeting of the <br />governing body of a requesting party following the making of the request for law <br />enforcement assistance, there shall be recorded in the minutes of that meeting a <br />complete record containing the same information required above as to the requested <br />party. <br /> <br /> 6. While law.enforcement officers of a sending party are within the territory <br />of a requesting party pursuant to a request for law enforcement assistance, such <br />officers shall be under the command of the chief law enforcement official of the <br />requesting party. With regard to other kinds of law enforcement, command, control, <br />and supervision of personnel, equipment, supplies, and the like shall be in the <br />appropriate official of the requesting party as designated by its chief elected <br />official. In certain situations involving specialized equipment, services, or <br />units with which officials of the requesting party may not be familiar, the chief <br />elected official of the sending party may stipulate that detailed command, control, <br />and supervision remain with an officer of the sending party, but in any event the <br />chief elected official of the requesting party or his delegate shall have general <br />power to direct and coordinate all activities taken to combat the existent emergency <br />conditions. <br /> <br /> 7. The chief elected official of the sending party shall keep watch on con- <br />ditions within his Jurisdiction while law enforcement assistance is being furnished <br />to the r~questing party and if he deems it to be necessary he may recall part or <br />all of the law enforcement assistance furnished. The decision to recall all or <br />any part of the law enforcement assistance furnished shall be solely within the <br />discretion of the chief elected official of the sending party, provided that in <br />the case of Cabarrus County, this determination and recall shall be upon the advice <br />of the sheriff. Recall shall be effected through communication with the chief <br />elected official of the requesting party, who shall take immediate action in com- <br />pliance with the recall request. <br /> <br /> 8. While law enforcement officers, other personnel, equipment, supplies, <br />and other material of the sending party are under the control of the requesting <br />party, the requesting party shall be responsible for feeding and housing such <br />officers and other personnel and for properly maintaining and storing such equip- <br />ment, supplies, and other material. <br /> <br /> 9. The requesting party shall reimburse the sending party for the cost to <br />it of furnishing law enforcement assistance pursuant to this agreement. This cost <br />shall be computed by the sending party and submitted on an invoice to the requesting <br />party. Where total costs may not be immediately subject to computation, the sending <br />party may send an invoice for part of the amount due and submit later invoices as <br /> <br /> <br />
